This golden garlic rice is fluffy, tender, vibrant, and packed with aromatic garlic flavor, making a delicious, versatile vegan side dish. Stovetop, Instant Pot, and Rice Cooker methods included!
Add the oil and achiote powder to a large, heavy-bottomed stock pot over medium heat.
Add the garlic and sauté for about 1 minute, until softened but not browning.
Add the uncooked rice and stir until it is evenly coated with the oil.
Add the vegetable broth and orange zest (if using) and stir well.
Bring to a boil, then reduce the heat to low, cover with a lid, and simmer for 20 to 25 minutes, until the rice is tender and has absorbed all the broth.
Remove the pot from the heat and let the rice steam with the lid on for 5 minutes.
Remove the lid, fluff the rice with a fork, and season with salt to taste.

Notes
Rinse the rice well: It's impossible to get the water running perfectly clear, but give it a good rinse, swishing it with your hand, to remove excess starch.
Don't peek: Keep the lid on while the garlic rice cooks so it steams properly for fluffy results. A pan with a clear lid lets you check on it.
Leave it to steam: Resting with the lid on helps evaporate the leftover liquid for super fluffy yellow garlic rice.
